Capital Workforce Partners was established under the Federal Workforce Investment Act and coordinates comprehensive
programs provided through
contracted private and public

partners and service providers.

These programs are critical in developing a skilled, educated and vital workforce. Led by a consortium of the region’s chief elected officials, and representatives from business, education, labor and public groups serving on its Board of Directors Capital Workforce Partners is an essential “Partner” for economic development in the region.

2014 Summer Youth Employment

and Learning Program


Each year, Capital Workforce Partners receives at least three applications for every one summer job. Because our resources are limited, we have set some new priorities for this summer.

Individuals from the following locations will have preference:

Hartford New Britain
East Hartford Manchester
Bloomfield Enfield
Bristol Windsor
Vernon Rockville West Hartford

Younger youth will have more opportunities.
- 14 and 15 year olds in Hartford will have more jobs
- 15 year olds who live outside of Hartford are now eligible for jobs

Youth who successfully completed the program in 2013 will have priority.

ULGH Student Workshop

January 25, 2014 - Year Round Tier III students Learn to "Develop their Personal Brand" - The Tier III Year Round Employment students attended their first set of workshops in preparation for their internships in the spring. Some of the topics covered included Social Media Presence, How to Fill out a Job Application and Dressing for Success.

January 23, 2014 - Mayor Pedro Segarra receives National Award for Youth Employment Initiatives - The U.S. Conference of Mayors awarded the Mayor, along with CWP's Tom Phillips, and youth employment participant Eugene Morton (r) in Washington DC at their annual conference.  Eugene was in the summer program through the Blue Hills Civic Assoc., and his internship was at St. Francis Hospital - Worksite).  Press release here.

The Hartford Opportunity Youth Collaborative in Aspen

Nov 4 - 6, 2013 - The Hartford Opportunity Youth Collaborative goes to Aspen - The Hartford Opportunity Youth Collaborative, chaired by Mayor Segarra, has been charged with addressing the employment needs of youth ages 16-24 who have not completed high school, are not furthering their education and are currently unemployed. Hartford Employer Debrief Breakfast

Summer Satisfaction 2013 - Sept 11 & Sept 18 - Capital Workforce Partners hosted two Employer Appreciation & Debriefing sessions to gather feedback about the Summer Youth Employment and Learning from the employer perspective. The first meeting, on Sept 11, occured in New Britain for employers west of Hartford at OIC of New Britain. The second meeting occured Sept 18th, for Hartford, East Hartford and Manchester employers at the Artists Collective.

Summer Youth Julie at Hartford Hospital

Julie Vumback, Hartford Hospital - Julie, who aspires to be a surgeon, spent her summer learning about "robotic" patients that are used to train medical professionals. Hartford Hospital was an employer paid worksite.

Jodian Daley & Kymona Davis - Stop & Shop, Bloomfield, - Jodian and Kymona worked in the florist department, learning to make arrangements and how to care for different types of flowers.

March 25, 2014 – East Hartford Chamber of Commerce - 99th Annual Meeting  Capital Workforce Partners' President and CEO Tom Phillips was awarded the Public Service Award for his commitment to workforce development in E. Hartford. In his acceptance speech, Tom acknowledged the small businesses in the community, that is dedicated to workforce development. He also expressed his gratitude to East Hartford Mayor Marcia Leclerc and Chamber President, Tim Coppage for their leadership and continued partnership to enhance the workforce development system.

December 30, 2013 - Senator Dick Blumenthal met with CTWorks staff and a roomful of unemployed CT residents, after a press conference focusing on the need to the reinstate Unemployment Insurance benefit extension.  26 weeks is simply not enough in today's job market.

Governor Malloy and Monica Cox STEP-UP Vets CoordinatorJuly 18, 2013 - Serving Connecticut's Veterans -

Governor Dannel Malloy called a press conference at the Hartford CTWorks One Stop to publicly sign Bill 865, a bill designed to expand the eligibility of the Vets STEP-UP Program, into law. Previously, the Vets STEP-UP program was only permitted to serve Post 9/11 combat Veterans. That definition has now been expanded to also include Veterans from previous military conflicts.
