Hartford Jobs Funnel - A Service of Capital Workforce Partners
The city of Hartford was faced with a huge workforce challenge. Major large-scale downtown renovation projects were scheduled to expend over $1 billion dollars in the region, and as a part of the project, there was corporate and public commitment to fill the jobs created with city residents. As a result of this challenge, The Hartford Jobs Funnel Initiative (HJF) was established to recruit, train and place city residents into construction-related careers. HJF recruits, assesses, trains, places, and case-manages city residents through a coordinated system of support services.
The project started in August of 1999 with a goal of training and placing 250 city residents into construction jobs, such as iron workers, pipe fitters, glaziers, carpenter’s assistants, etc. To date, the program has been an unqualified success and has exceeded all goals. Over 1, 500 city residents have been placed in construction trades jobs, while more than 7,000 Hartford residents overall have been recruited. The placements have occurred in various job classifications: assistant lineman, asbestos workers, bricklayers, carpenters, caulkers, electricians, elevator constructors, flooring specialists, glaziers, ironworkers, laborers, painters, plumbers, roofers, sheet metal workers and sprinkle fitters. Average wages for residents begin at $12/hour for apprentices and $15/hour for construction hires.
Each year, HJF targets 200 residents for job preparation and training for construction trades jobs. In addition, the project has also created several customized pre-apprenticeship models including a partnership with Connecticut Light & Power for construction training, and on-the-job training models developed in partnership with the unionized building trades and minority contractors that have included: drywall finishing, electrical, painting, plumbing, glazing, flooring preparation, abatement, mason tending and sheet metal. The HJF program has worked with the State of Connecticut’s Permanent Commission on the Status of Women and Ironworkers, Local 15 to develop a general construction training program specific for females that want to enter the non- traditional field.
HJF has been funded by the State of Connecticut Office of Workforce Competitiveness, Hartford Foundation for Public Giving, Connecticut Light & Power, local trade unions, Making Connections and Capital Workforce Partners.

The Hartford Jobs Funnel is a coordinated system of outreach / recruitment, assessment, case management, pre-employment preparation, job training and retention services for city residents seeking employment.
Construction Jobs: There are several training components conducted by Co-Opportunity / YouthBuild Hartford, Connecticut Light & Power and the Permanent Commission on the Status of Women / Non-traditional Employment for Women Program.
Customer Service / Hospitality: Many opportunities have been created as a result of the new development projects in Hartford such as the Connecticut Convention Center, Marriott Hotel and Hartford 21.
